Periodically, buildings respawn labour-seekers, so you need to ensure that a buildings labour-seeker will always pass housing when he goes out for a stroll. If he passes sufficient housing (I usually find about six tiles of housing to be enough), then his building will acquire employees from the citywide labour pool.
He will meander through your road network much like the majority of other walkers. When a building is first placed, it sends out a labour-seeking walker (the 'Citizen' walker, dressed in brown). In Zeus, a building simply requires road access to obtain labour from the citywide pool, but in C3 the process is slightly different. The difference is the way that buildings acquire labour. They block walkers without a specific destination (for example priests, prefects) while allowing those with fixed destinations (cart pushers, entertainers going from a performer school to a venue). Outlaw Star: Gatehouses in C3 function exactly as the roadblocks in Zeus do. With the gatehouse I can keep them hemmed in and walking where I want them to. Other than those 2 small things the maps were great but just a bit annoying when I would try them with out a gatehouse and have constant evolution and devolution of my housing because the random walkers would inevitably go down the roads to the farms or warehouses that supplied my markets. I dont want military activity so I can practice specificly with proper building rather than having the added worry of whether or not my people are safe, but I would like the use of a gatehouse so that I can build properly with controled walkers.
I haven't gotten good enough at palace palcement to make them stable when I can supply all 3 food types in mass let alone make them stable when I have limited import. Londinium and Caesarae don't offer the use of a gatehouse either but also have the added hassle of forced imports of a 3rd food type to support palaces. Valentia is the closest the game has to what im looking for except it doesnt offer the use of a gatehouse.
